Douglas County Commissioners’ August 25 adoption of a CARES ACT Funding Intergovernmental Agreement (IGA) among Douglas County and the municipalities of Castle Pines, Castle Rock, Larkspur, Lone Tree, and Parker, will allow the cities and towns to seek reimbursement for specific COVID-19 related expenses incurred beginning on March 1 through December 30, 2020.
The County’s total CARES Act funding for reimbursement of associated expenses, determined by a per capita formula, is $30,124,485. The Municipal share of this total – determined by three factors: population (census data); assessed value; and full-time employees per local government – is: Castle Rock: $3,486,031; Parker: $2,876,671; Lone Tree: $1,231,675; Castle Pines: $380,359 and Larkspur: $36,608.
Eligible expenses for reimbursement include those related to medical, public health, payroll, facilitating compliance, economic support, and other COVID-19 related expenses.
The IGA provides the structure for reimbursement of the Municipalities’ portion of the CARES Act Reimbursement Funds, as well as fiscal management and legal responsibilities of the Municipalities relative to the County’s management of the CARES Act funds.
The remaining County portion of the CARES Act funding has been set aside for countywide COVID-19 testing and contact tracing expense reimbursement: $6,024,897; and $10,063,347 has been assigned to additional countywide services and unincorporated Douglas County’s COVID-19 specific costs.
The $150 billion Coronavirus Relief Fund was established with Congressional adoption of the Coronavirus Aid, Relief, and Economic Security (CARES) Act on March 27, 2020.
Pursuant to the CARES Act, Colorado’s Governor issued Executive Order D 2020-070 providing that $275 million shall remain available for units of local government that did not receive a direct distribution of funds in the CARES Act. The Colorado Department of Local Affairs (DOLA) was tasked with funds administration.
On June 23 the County requested through DOLA that the state allocate Douglas County’s share (as determined by a per capita formula) of the CARES Act reimbursement funds on behalf of the County and its municipalities. The County was notified on July 24 that its request of $30,124,485 had been approved. The allocation is an up-to amount and is based on reimbursement for expenditures related to COVID-19 as outlined in the federal CARES Act.
