File and Schedule Your CBOE Appeal Online

File and Schedule Your Appeal Online – Residential Properties Only
To preserve your right to appeal, your appeal must be submitted online, postmarked, or hand-delivered on or before:

  • September 15, 2023, for real property (accounts starting with ”R”) and September 15, 2023, for personal property (accounts starting with “P”)

Appeals of individual parcels to the Douglas County Board of Equalization may be filed online beginning August 21, 2023.

To file an appeal online, you will need the Account Number and the Appeal Log Number  (ie:202301234) found on the Assessor’s Notice of Determination (NOD), which will be mailed out on August 15, 2023. Or can be viewed on the Assessor’s website under your profile page.

When filing online, if you elect to receive email communications all information will be confirmed to the petitioner’s email address provided. If you do not elect to receive email communications, you will be notified by mail.

REMINDER: If the petitioner has authorized e-mail communication, then the petitioner acknowledges that it is solely responsible for the receipt of Douglas County CBOE communications and documents sent via e-mail. The petitioner should periodically check their email inbox including junk email or SPAM folder for emails from Douglas County CBOE.

File a Written Appeal

All CBOE written appeals must be accompanied by the Notice of Determination completed as described under the online appeal instructions, including an estimate of the value of your property(ies), and your signature. The petition is NOT valid without a signature.

Include evidence supporting your petition. Evidence previously submitted to the Assessor must be resubmitted to the CBOE. The CBOE is not affiliated with the Assessor’s office. If you don’t include your appeal support documents with your request for a CBOE hearing, then they must be uploaded no later than two business days prior to your hearing to the CBOE website at https://apps.douglas.co.us/apps/cboe.

Support documents can also be emailed to [email protected],  or dropped off to the CBOE office. Communication in regard to your appeal will be handled by email for all appeals.

Letters of Agency

A letter of agency or Appointment of Agency Form – signed by you IF an agent or attorney is filing the Petition for you OR you cannot attend the hearing, but you will be represented by someone who is not an owner of the property. The link above provides a sample appointment of agent form for your convenience.

Please provide the dates and times you are unavailable to attend a hearing on your written Petition. Hearings will be scheduled in September and October. If an email address is provided on the Petition, you will be notified of the date and time for the hearing by email, otherwise, you will receive written notification by mail.

Non-Residential Appeals

All non-residential appeals must be submitted in writing. They can be filed by email, mail and/or in person. Any supporting documentation not filed with your initial petition to appeal must be uploaded to the CBOE website at: https://apps.douglas.co.us/apps/cboe at least two business days prior to the hearing.

What should I include with my CBOE appeal?

Uploading Documents Online

Once your hearing is scheduled, you must upload your documentation by logging into the online appeal application at https://apps.douglas.co.us/apps/cboe and clicking on the Current Documents tab.

In order for documents/evidence to be considered by the referee, it is important to have all information necessary for the hearing uploaded to the system within two business days of the hearing date and time.  The assessor’s documentation will also be available within two business days of the hearing.

Supported document formats include Text files (.rtf, .txt), Microsoft Word (.doc, .docx), Microsoft Excel (.xls, .xlsx), Adobe PDF (.pdf), Images/photos (.jpg, .jpeg, .jpe, .gif, .png, .bmp).  Maximum file size for each uploaded document is 25 MB, and anything above that threshold will be refused by the application.

Hearing Details

Hearing Details:  This hearing will be a teleconference using Microsoft Teams and conducted remotely by a hearing officer experienced in property valuation. You will be able to connect to the hearing with either a computer or telephone. The CBOE online application provides the means for the Petitioner and Assessor to provide information to the hearing officer and each other.  All documents intended to be considered by the hearing officer must be submitted into the system, or delivered in person, or received by regular mail at the Douglas County CBOE office, within two business days of the scheduled hearing. Copies of the Assessor’s documentation will also be submitted online and can be downloaded by the Petitioner in the two days prior to the hearing.
